All of the U.S. state of Wyoming has been fully within one at large Congressional District since statehood, geographically the district is currently the third largest in the nation. It has been represented by Republican Barbara L. Cubin since 1995. Cubin announced in 2007 that she would not seek re-election in 2008. In the 2008 race for the open seat, Republican Cynthia Lummis was elected and will be sworn into Congress in January 2009.

It is the least populous congressional district in America.

Among the most famous individuals elected to the seat are current Vice President Dick Cheney, who represented the state in Congress from 1979 to 1989, and Craig L. Thomas, a deceased U.S. Senator.
